I also tried to use Internet Explorer to see if it was Mozilla that was the problem, but still 20kbps..

In at least one reported case, a console refusing to download the update spontaneously begin work, sometimes after hours of waiting.
This could be related to back-end network connectivity issues on the Microsoft server side.
This issue is likely due to a high increase in update traffic on the Microsoft server due to the Xbox One console launch, similair to the launch of the PS4.
A possible work-around would be to attempt to update your console at a more optimal performance time, such as early in the morning (2AM - 10AM), as you are more likely to encounter a receptive updating time with people at school or work.
A few weeks ago is was about 300kbps (kbytes, not kbits) and for the last week it has dropped to about 20 kbps..
The original list for North America comprised 279 games and was released on November 11, 2005. They were also distributed as part of the content on the Official Xbox Magazine monthly discs, which were discontinued in 2012.
The Japanese version of the Xbox 360 console was compatible with only 12 games, while the European version had 156 games. The profiles are downloaded as a single bundle, thus only needing to be applied once per update if doing so offline, or are automatically downloaded the first time a compatible game is inserted.
I have done lots of things to try and fix this, but nothing has worked..
ive restarted my PC a dozen times, and i've scanned my computer with AVG about 3 times, ad-aware about 3 times, spy bot search and destroy about 3 times, and malaware bytes anti-malware about 3 times, with some little things here and there, but i removed them and then restarted PC, and still 20kbps..
